Attack Build
Hwang Dongsoo is a Wind-element Fighter whose damage output scales from his Defense stat. When gearing him up, his stat priorities should be Defense > Wind DMG > Crit Hit Rate > Defense Penetration > Crit Hit Damage.
Best Weapon

Hwang Dongsoo's best Weapon is his Exclusive Weapon—Open Hand—which gives Hwang Dongsoo better Wind damage as well as Basic Skill damage, making him an effective skill spammer-type bruiser.
Best Artifacts

Despite not being as optimized as other damage dealers when it comes to pure DPS potential, Hwang Dongsoo fulfills a specific niche in that his kit allows him to strip away enemy shields, making him much more effective against bosses that can generate shields
If you have his Exclusive Weapon, getting the Toughness and Concentration of Power Artifact sets for him will allow you to increase his DPS exponentially and also take full advantage of his Basic Skill damage increase by lowering their cooldowns.
Alternative Build
For those who can't get their hands on the exclusive weapon and the artifacts mentioned above, here are some alternative options that are easier to get.
Alternative Weapon

This build focuses purely on Hwang Dongsoo's DPS potential. An A5 Hatchet should do very well as an alternative to his Exclusive Weapon, but you may also consider using the SR Steel Axe if you manage to get its Precision bonus high enough via Advancements.
Alternative Artifacts

Combining the Armed and Berserker Artifact sets is a great alternative if you want to use Hwang Dongsoo as a sub-DPS or even a Main DPS in some cases—most notably when you're facing a boss who's weak against Wind.
Of course, you'll have to take a few hits if you want to take advantage of the Berserker set's effect, but since Hwang Dongsoo is a bruiser whose scaling stat is Defense, you'll have little trouble tanking until you reach the requirement and staying alive given you use Extreme Evasion at least semi-consistently.
