Crit Build
Cha Hae-In is a Light-type Fighter whose damage output scales from Attack and Crit. Those are the two stats you should pump when gearing her up. Following Weapon and Artifact gear-set creates the best Cha Hae-In build.

Cha Hae-In's best weapon is her Exclusive Weapon – The Sword of Light – which increases the user's Basic Skill damage and boost Critical Hit damage as well. It gives a massive boost to both main stats of Cha Hae-In.

Much like the best weapon, these two Artifact sets also boost the main stats of Cha Hae-In: Attack and Crit. Toughness will boost the Crit rate as well as the final Crit damage output while Expert uses that Crit boost to increase her Attack stat.
You want to equip all FOUR pieces of both artifact sets to get the best damage output from Cha Hae-In.

If you can't get her SSR weapon, use the SR Steel Bow for a similar Crit Damage boost. A maxed out Steel Bow will increase the user's Crit Hit damage by 24% and increase Attack, Defense, and HP by 10%. Apart from The Sword of Light, there's no weapon better suited for Cha Hae-In.

If Crit is not your style, then you can cater to Cha's Attack reliance by equipping the Armed gear-set and the Champion on the Field accessories. Along with direct increase, you're getting stack-ability and Defense ignore as well with these two artifact sets.
MP Consumption reduction is another aspect you might want to consider when choosing singular pieces of these artifacts.
