This rectifier is designed specifically for training and teaching, only offering basic features. If you decide to build a caster-type resonator from the very beginning, a Training Rectifier is the first version of a rectifier that you'll use. It offers a straightforward Attack buff, increasing your ATK by 8% when fully upgraded.
Considering it's a free weapon, the Training Rectifier does a pretty good job of getting you through the early-game content. But you'll need to level up and tune it regularly.

You can use Training Rectifier duplicates or other surplus items/weapons to tune it and improve the buff stats. However, compared to other free-to-obtain rectifiers in the game, like the Tyro Rectifier, the buffs offered by a Training Rectifier are menial.
You'll be better of spending those surplus items on a different weapon or saving them for future weapons.

Inventory
In Wuthering Waves, the Training Rectifier is a free 1-star weapon added to your inventory right from the start. Scroll down to read other ways of obtaining a Training Rectifier.
Overworld
There's a high chance of acquiring the Training Rectifier by unlocking various Supply Chests scattered around the Overworld. This applies to all Training-type and Tyro-type weapons.
Best Resonators For Training Rectifier
Training Rectifier is the weakest Rectifier in the game but it's pretty much the only choice for early-game content, until you unlock Baizhi and the Tyro set along with her. So, regardless of what caster-type Resonator you choose, the Training Rectifier works well with everyone until it's the only choice you have.
Once you unlock higher-rarity Rectifiers, the Training Rectifier will become a surplus material you use to level up other weapons.
