‘Thorned Sage' is a story quest that follows the ‘Lunnos Lakeside.' After meeting with Granny Dahnie and raising concerns regarding the refugees and exclusion edict, she explained her issues about Eomir and their falling out during the meeting. She said that only he could lift the issued exclusion edict.
Step-by-Step Thorned Sage Guide
STEP 1: Track Down Eomir
To start the Thorned Sage quest, talk to Granny Dahnie after waking up from the cabin she provided to you. She will ask you to search for Eomir, for only he can lift the exclusion edict. Head to the Forest (323;374) to start your search until you stumble into Parisa.
STEP 2: Help Parisa
Parisa explained she was no longer captain of the Thorned Guards, and Eomir took over her position. With Parisa's guidance, head to the Thorned Camp (327;364), where you must fight some guards.
STEP 3: Search the Camp
After defeating the guards, continue ahead until you find an Adamant Syndicate Camp (336;350). Interact with the ‘Secret Order' by the campfire to investigate further.
STEP 4: Unlock Dark Forest 4
You must unlock Dark Forest (336;341) to access the continuation of the questline. Meet the following conditions first to challenge the Hypofiend and clear the Miasma: Reach Resonance Level 60 and Complete AFK Stage 215.

STEP 5: Check the Corruption
Continue pursuing Eomir until you encounter a Corrupt Root (362;354) and a Graveborn Lady who seems to be involved with the current crisis. Interact with the Corrupt Root to continue investigating and then cleanse it.
STEP 6: Defeat the Guards
Chippy checked the Corrupted Root and found out all the corrupted root points at the Lucent Tree. Hurry to the camp and seek for Eomir! First, Defeat the Guard (385;344) blocking your way.
STEP 7: Rid of the Next Guard
Go further and face the next Guard (359;335) preventing you from entering the Thorned Camp.
STEP 8: Unlock Dark Forest 5
You must unlock Dark Forest 5 to continue the Thorned Sage story quest. Meet the following conditions to challenge the Hypofiend and clear the Miasma: Reach Resonance Level 70 and Complete AFK Stage 255.
STEP 9: Confront Eomir
After defeating the Hypofiend and clearing the Miasma in Dark Forest 5, go further to encounter Eomir (356;327). Confront him to get your answers and demand to lift the exclusion edict.
After the epic cutscene, you will be rewarded for completing the questline: 500 Diamonds and 20,000 Gold.
How to Unlock
The ‘Thorned Sage’ story quest becomes available after you complete Lucent's Lament: Lunnos Lakeside. Resonance Levels 60 and 70 and progress through AFK Stage 215 and 255 are required to unlock Dark Forests 4 and 5 to access the whole quest.
