It looks like some Pixel 3 device owners aren't getting the December security update, with Google opting to roll out a joint December-January patch within the next few weeks.
The update has been delayed for some unknown reason, but device owners will still get the security patch, just in that joint rollout due later this month.
Here's the official word from Google:
We understand your concern, Mike. If you did not receive the December update, in the coming days you'll be receiving a joint January and December security update. We apologize for the inconvenience.

This has upset a lot of Pixel 3 device owners, since the appeal of Pixel phones is that they'll not only be the first to see new Android updates, but also get those regular security patches for enhanced safety.
Pixel 3 owners who haven't received the December update should be in for a little treat when they do finally get it.
Either way, we don't know when Google plans to rollout the new security patch, but Pixel 3 devices should start seeing it before the month is out.
