Nintendo has announced when they'll finally officially be bringing the Mario Kart franchise to mobile later this year, specifically sometime during the summer. But you might not have to wait that long to play it, if you're cool with beta testing games.
Nintendo is currently accepting applications to be in the closed beta for Mario Kart Tour ahead of its release, and it's currently slated to only be available to Android users in Japan and the US. The signups run until Tuesday, May 7th, after which the actual beta will be from May 22nd to June 4th, which should be plenty of time to really dig in and test how Nintendo's famous kart racer fares on mobile.
The beta page does say that they'll be excluding certain devices, but they don't really clarify which ones. I'd imagine most popular devices should be fine, but some older, less powerful devices may have to sit this one out. Either way, signing up is free, so it can't hurt to test your luck regardless of the phone you have.
