How do i get my sd card to be the memory allocated when i take a picture?

Also how do i get the pictures already on the phone onto the sd card

First bit is easy

launch camera, choose the settings option and then the tools (spanner symbol) in second list of selection you can choose storage.

Thinking about the other part of your question there are probably a couple of options.

If you haven't already, install Kies and you should be able to drag/drop the files

Or

Connect your phone to your PC and then it should become a mass storage device and you will be able to browse the contents using file explorer and again drag/drop the files
