I'd say that the default for all androids is using internet, and from what I've heard, gmail and gmail's contacts. You can't use gmail without an internet connection. I'd like to have a PC application that manages contacts and can sync with a gmail account as well as other import / export capabilities. I like "the cloud", but not as a complete replacement for hardware or "local files". let's hope sombody comes up with a really good contacts app for both the droid phones and the various PC operating systems. If somebody already has I'd sure like to find it myself.
Presently, I'd say your best bet would be to use a computer that DOES have internet to import your contacts from your gmail contacts (that are the same as your android phone) to a computer app format. Then you can use a CD-ROM, a memory stick, or whatever to move that data to your "offline" computer. MS Outlook is about the only PC (personal computer) prog that comes to mind, but hopefully you get the idea.
Maybe we can get rid of the "I'm a PC" bullshit and use terminology including acronyms more correctly.
