XDA-DEV.. google it and you'll see loads, but make sure you have ClockWorkMod and are ROOTED!! and have ther right HBOOT

Yep, xda-developers is the site to go to for ROMs. If you have an HTC phone, InsertCoin is the best one I've tried.
