What do I have to do to install this sdk software? I tried to force the download http and it still won't install.

Why is this software so hard to install?

did you try this little tip from the SDK readme? I just had to reinstall the SDK yesterday and this worked great

To start the SDK Manager, please execute the program "SDK Setup.exe".

From the command-line you can also directly trigger an update by
executing:
  tools\android.bat update sdk
