Network errors with the Market

i've been getting this message all morning

"A network error has occurred. Retry, or cancel and return to the previous screen"

is Verizon service to blame this or is this an issue with my phone?

This has been happening to me on and off today. I believe that it is verizon. When I got to a place where I could get 3g service it began to work. In areas without 3g it is not downloading. I thought my wireless network would work but no dice.
