Does Android have out of the box ability to download and send email from a MS Exchange Server?

Yes but you probably want more than just email functionalitly in which case there is a fantastic app called TouchDown (or something) that syncs with MS ES.

www.nitrodesk.com, or search in the market for "TouchDown". Please note, there are three (potentially confusing) versions. If you are on a recent phone, first install "Exchange by TouchDown", try it for a few days, then purchase "Exchange by TouchDown Key" if you decice to purchase.

If you are on an older phone (android 1.1) without Cupcake or Donut, you can download the "TouchDown Non Cupcake" application instead of the first one.

Google licenses the MS exchange sync platform for Android 2.0. I have a Motorola Droid and the sync works pretty well. The only complaint I have is how it handles calendar updates, which require me to access the calendar to accept/reject them. It works entirely using push and seems to be as quick to get the email as my LAN-connected outlook session.
